Lindows OS 4.5
I've recently been using Red Hat 9, XandrOS 2.0, Lycoris desktop/lx (Amethyst), and misc. others to a lesser degree, and while each has strengths & weaknesses, the one that comes out on top in the 'newbie OS' category seems to be LindowsOS 4.5.
While not a free distribution, their debian-based commercial distro uses a broadband '1-click download and install' visual catalog (called Click'N'Run) which makes migrating the sea of Linux apps a breeze.
You install a very basic system in under 10 minutes with only 1 or two required questions, and then browse the catalog for additional applications as necessary. All the basics are present (OpenOffice, GIMP, GAIM, etc.), as well as an increasing amount of commercially-released Linux titles (Click'N'Buy).
They also include bundled multimedia tutorials for basic tasks which are user friendly in English or Spanish -- and a 'Live CD' version that allows for use without modifying your Hard Drive. For a non-technical user, this is a great way to get the benefits of Linux with none of the technical difficulties.
